American Recovery and Reinvestment Act
The American Recovery and Reinvestment Act (ARRA) was signed into law by President Obama on February 17, 2009. The intention of ARRA is to preserve and create jobs, promote economic recovery, and assist those most impacted by the recession.
ARRA funding for Adult and Dislocated Worker programs in Central Pennsylvania is being used to expand the availability of career assessments, remedial, and occupational training for unemployed and underemployed workers to prepare them for current and future employment opportunities.
The Youth program, SEE Central Pennsylvania, provides meaningful and valuable employment experiences that contribute to the development of critical work habits and skills. During the summer of 2009, SEE Central Pennsylvania provided career development services for youth ages 14 to 24. SEE Central Pennsylvania was extended beyond the summer session to provide these valuable services to additional out of school youth throughout the Central Region. CPWDC is currently planning for SEE Central Pennsylvania 2010.
The CPWDC Recovery Act Plan outlines the Central Region’s efforts to uphold the ARRA principles guiding the workforce development system:
- Transparency and Accountability
- Timely Spending and Implementation
- Increasing Workforce System Capacity and Service
- Using Data and Workforce Information to Guide Strategic Planning and Service Delivery
To ensure transparency and fiscal accountability for ARRA funding, on a monthly basis CPWDC will post information related to the number of individuals served in the Adult, Dislocated Worker and Youth programs, as well as expenditure information specific to Central Pennsylvania.
