President Obama Signs Workforce Innovation and Opportunity Act

On July 22, 2014, President Barack Obama signed the Workforce Innovation and Opportunity Act (WIOA) into law. WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act Amendments of 1998. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. Congress passed the Act by a wide bipartisan majority; it is the first legislative reform in 15 years of the public workforce system.

Every year the key programs that form the pillars of WIOA help tens of millions of job seekers and workers to connect to good jobs and acquire the skills and credentials needed to obtain them. The enactment of WIOA provides opportunity for reforms to ensure the PA CareerLink® system is job-driven—responding to the needs of employers and preparing workers for jobs that are available now and in the future.

The Act takes effect on July 1, 2015, the first full program year after enactment.

Erica Mulberger Named Executive Director for Local Workforce Corporation

Lewisburg, PA – Dave Zartman, Chair of the Central Pennsylvania Workforce Development Corporation (CPWDC) and Commissioner Otis Riden, Chair of the Local Elected Officials Board announce the appointment of Erica R. Mulberger as the organization’s Executive Director effective April 14, 2014. During her 3 ½ year tenure with CPWDC, Ms. Mulberger held the position of Senior Finance Manager before assuming Acting Director responsibilities in January.

As the new CPWDC Executive Director, Ms. Mulberger and her team will lead discussions and actions connecting workforce, education, and economic development in Central Pennsylvania.

Teri MacBride, CPWDC Immediate Past Chair, said “Erica’s vision, enthusiasm, experience with and knowledge of Central Pennsylvania made her the successful candidate from a national search.” Erica will lead a 41-member Board of Directors and 9-member Local Elected Officials Board. Ms. MacBride continued “We are confident in Ms. Mulberger’s abilities and plans to enhance the workforce system in Central PA. She understands the finances, operations, and policies of workforce development.”

Ms. Mulberger plans to enhance workforce initiatives, utilize technology to serve a greater population of customers, and put CPWDC in the forefront of all workforce related issues around the region. On accepting the position Ms. Mulberger stated, “I’m eager to lead CPWDC and the region’s six PA CareerLink® facilities. CPWDC has a strong staff dedicated to connecting employers’ needs with workforce development to enhance the skills of the current and next generation of workers.”

CPWDC is one of 22 local Workforce Development Boards (WDB) across the Commonwealth. It serves as the WIB for Centre, Clinton, Columbia, Lycoming, Mifflin, Montour, Northumberland, Snyder and Union Counties. Incorporated in 1999, CPWDC is responsible for coordinating and developing Central Pennsylvania’s workforce system.

A graduate of Montoursville High School and Bloomsburg University, Ms. Mulberger earned her bachelor’s degree in Business Administration, Accounting. A native of Lycoming County, Ms. Mulberger currently resides in Selinsgrove, Snyder County.

CPWDC Executive Director Accepts New Position

Lewisburg, PA – Dave Zartman, Chair of the Central Pennsylvania Workforce Development Corporation (CPWDC) announced that the CPWDC Executive Director, Rachel Smith, resigned to accept a position at Evangelical Community Hospital. Erica Mulberger, CPWDC’s Senior Finance Manager, will assume the duties of Acting Executive Director effective January 25, 2014.

On January 10, 2014, at CPWDC’s public Executive Committee meeting, Rachel spoke of the opportunities and successes of CPWDC during her 14 year tenure with the organization, during which she held various positions and assumed progressively more responsible roles culminating in her assuming the organization’s leadership role in 2012.

Dave Zartman, who assumed leadership of the Board in January, said that the Board accepted Rachel’s resignation with regret. Rachel understood the operations, the policy and the key players in the workforce development arena. She is well respected among her peers across the Commonwealth for her knowledge of labor market information and experience implementing innovative workforce initiatives. During her tenure, Smith has been critical in expanding CPWDC’s strategic portfolio by securing millions of dollars in competitive grants and developing CPWDC’s internal research department which provides labor market support to other workforce investment areas, economic developers and employers. She recently laid out a strategic plan to provide future direction for CPWDC as the regional catalyst for workforce innovation and administrator of the region’s high performing workforce development system.

PA CareerLink® Columbia/Montour Counties Will Welcome Job Seekers and Business to New Bloomsburg Location

PA CareerLink® services in Bloomsburg will relocate the current location on Tenny Street to a new location at 415 Central Road (next to M&T Bank). The new PA CareerLink® Columbia/Montour Counties will open its doors on Monday, April 1st, 2013. Before and after the transition, the PA CareerLink® site can be reached by calling 570.387.6288.

Services will continue to be available at the Tenny Street location through Wednesday, March 27th. During a brief transition period, the site will be closed on Thursday, March 28th and Friday, March 29th but job seekers can continue to access job search services online at Those visiting their local libraries are reminded that a driver’s license or library card may be required for Internet access.

Sue Snyder, PA CareerLink® Administrator, commented that the hours of operation for the new location will be Monday through Friday, 8:30 a.m. to 12:30 p.m. During these hours, job seekers will be able to use the computer lab for job search, complete applications for local employment opportunities, and learn about PA CareerLink® services. From 8:30 a.m. to 12:30 p.m., the site will continue provide unemployment compensation (UC) phone and computer access.

According to Snyder, “the hours of operation will allow us to support the needs of the general public while remaining flexible with our staff and space to customize responses to specific needs identified by employers and job seekers by appointment only during the afternoon hours.” For customer convenience, services will continue to be offered to the general public until 4:30 p.m. daily at the PA CareerLink® Northumberland/Snyder/Union Counties in Sunbury.

PA CareerLink® staff provides personalized assistance for individuals preparing for and locating employment opportunities and employment-related services to help any employers locate, recruit, screen and hire qualified candidates.

Program Graduates Employees FIT 4 Careers in Building and Construction

Sunbury, PA – Eight (8) job seekers were recognized on March 28, 2012 for successfully completing the FIT 4 Green Building and Construction training program offered at the PA CareerLink® Northumberland/Snyder/Union Counties. This program was one of a series of FIT 4 Careers training programs being offered across the Central Pennsylvania workforce investment area. FIT 4 Careers was designed to provide job seekers with valuable work readiness and industry specific skills to increase their employability in fields like construction, health care, manufacturing and natural gas.

The Central Pennsylvania Workforce Development Corporation (CPWDC) was able to support this program, valued at $2,500 per person, at no cost to the job seekers through a grant received from the PA Department of Labor and Industry utilizing funding from the American Recovery and Reinvestment Act. The program is endorsed by Associated Builders and Contractors, Inc, Central Pennsylvania Chapter.

Over several weeks, participants moved through a series of activities to develop skills and knowledge required for construction employment or additional training in the construction industry. In addition to career coaching provided by PA CareerLink® staff, the following instructors conducted industry-relevant classroom training to assist the job seekers:

  • Dave Remick, President of Associated Builders and Contractors, Central Pennsylvania Chapter
  • Wayne Sheppard, Assistant Professor of Construction Management at the Pennsylvania College of Technology, and
  • Craig Shaffer, President of Safety Works, Inc.

Graduates earned nationally-recognized NCCER (National Center for Construction Education and Research) credentials by completing modules in Introduction to Blueprints, Introduction to Construction Math and Your Role in the Green Environment. Additionally, each graduate earned a National Career Readiness Certificate (NCRC) by taking WorkKeys® assessments in Applied Mathematics, Locating Information and Reading for Information. The NCRC assists job seekers in demonstrating workplace skills needed to succeed in the job.

FIT 4 Careers programs are elite, intense learning sessions with strict requirements that demand defined soft skill behaviors, such as 100% on time attendance, to attain graduation. A high attrition rate is expected as participants learn more about the realities of the industry. Eight (8) participants graduated this session from a starting class of 24. Because the graduates have demonstrated a commitment to the program and increased their skills, they participated in an “invitation-only” networking fair with 7 local employers immediately following the ceremony.
