Strategic Plan

The Central Pennsylvania Workforce Development Corporation (CPWDC) is a Local Workforce Development Board (LWDB) authorized under the Workforce Innovation and Opportunities Act of 2014. CPWDC governs workforce development policy for the Central Pennsylvania Workforce Development Area, which encompasses Centre, Clinton, Columbia, Lycoming, Mifflin, Montour, Northumberland, Snyder and Union Counties.

The Workforce Innovation and Opportunity Act (WIOA) requires local workforce development boards and chief elected officials to engage in an integrated regional and local workforce planning process to prepare, submit, and obtain approval of a single collaborative regional plan that incorporates local plans for each of the local areas within the given workforce planning region. This Includes the Central Workforce Development Area and Juniata County within the South Central Workforce Development Area. These plans serve as a four-year action plans to develop, align, and integrate service delivery strategies to support the commonwealth’s vision, strategic and operational goals.

The Central Planning Region has conducted a review of its current multi-year regional and local plans (PY2017 – PY2019) and incorporated necessary modifications into these documents for a one year extension through PY2020. These modifications have been posted for a 30-day public comment period from August 30 – September 28, 2019. A summary of modifications made to each plan is available below.

Any individual or entity interested in submitting comments on these modified plans must do so in writing by 12:00 pm on September 28, 2019. Comments must be submitted to emulberger@cpwdc.org.

Below is a summary of the key modifications made to the WIOA Local Plan for Central Workforce Development Board/Area (Central PA Workforce Development Corporation):

  • Updated language on strategies to address workforce challenges
  • Updated language on strategies to engage employers;
  • Updated language on promoting entrepreneurial training;
  • Added new initiatives and removed outdated items;
  • LWDB board actions related to Perkins Act, Section 134;
  • Updated partner information and performance numbers

CPWDC and South Central PA Works prepared the Regional Plan for the period July 1, 2017 through June 30, 2019 outlining the regional workforce strategies for Centre, Clinton, Columbia, Juniata, Lycoming, Mifflin, Montour, Northumberland, Snyder, and Union Counties.
