RFP / Contracting Opportunities
Advance Central PA is responsible for planning, evaluation, and oversight of workforce development programs/services in the nine-county regions. Utilizing the various methods of procurement, Advance Central PA solicits products and services from the community at large. All proposals will be screened for inclusion of all required information and evaluated by a committee. Once the committee evaluates and ranks all proposals received, a recommendation is made to the Board of Directors or Executive Management. Advance Central PA strongly encourages all vendors to read all sections of the procurement and adhere to the submission instructions.

Re-Release: TANF Youth Development Program In-School Youth Services
Advance Central PA is re-issuing this competitive procurement seeking one or more qualified provider(s) to deliver TANF Youth Development In-School Youth career-readiness programming.
Expected accomplishments and outcomes include:
- Registration of qualified ISY across allowable and targeted demographics, including to successfully implement new eligibility requirements anticipated to roll out during the contract period
- Year-round delivery of relevant and impactful services individualized to participant needs
- Successful outcomes, including completion of meaningful program activities
- Overall compliance (e.g. data entry accuracy and timeliness, TANF YD Program Elements, etc.)
Services are sought in the following counties: Centre, Clinton, Columbia, Lycoming, Mifflin, Montour, Northumberland, Snyder and Union.
This solicitation covers the period from September 1, 2026 – June 30, 2027 with renewal options possible on an annual basis through June 30, 2030.
Proposals are due July 31, 2026 by 5:00 pm EST.

Workforce Innovation and Opportunity Act (WIOA) Services for The Link, a mobile, specialized PA CareerLink® site.
Advance Central PA competitively seeks a qualified provider to deliver high quality, effective PA CareerLink® workforce services to communities across the Central workforce development area that may not otherwise have access to a brick and mortar location via The Link; procurement includes staff taking full operational responsibility of the mobile unit, including driving it to service delivery locations.
Expected accomplishments and outcomes include:
- Increased accessibility, as measured by new customers
- Increasing awareness of overall PA CareerLink®services
- Partner referrals, that is referrals to PA CareerLink®partner programming
- Impactful number of people served
- Valuable and impactful services (e.g. basic career services delivered)
- Overall compliance (e.g. data entry accuracy and timeliness, quality and relevance of service delivery)
- Meets/exceeds Common Measure performance and locally defined metrics described herein.

Local Plan
The Central Pennsylvania Workforce Development Corporation (CPWDC), dba Advance Central PA, is a Local Workforce Development Board (LWDB) authorized under the Workforce Innovation and Opportunities Act of 2014. The Workforce Innovation and Opportunity Act (WIOA) requires local workforce development boards and chief elected officials to engage in an integrated regional and local workforce planning process to prepare, submit, and obtain approval of a single collaborative four-year action plan to develop, align, and integrate service delivery strategies to support the Commonwealth’s vision and strategic and operational goals.
PY 2025-2028 Local Plan
Advance Central PA’s Local Plan for the period July 1, 2025 through June 30, 2028, outlining the workforce strategies and goals have been reviewed and approved by the Workforce Development Board, Local Elected Officials Board, and the Commonwealth. The plans outline strategic workforce priorities for the next four years.
Stevens Amendment
The purpose of the Stevens Amendment is to ensure transparency and accountability in federal spending. It requires recipients of federal grants and cooperative agreements to acknowledge the funding. The provision can be read in Public Law 116-260, Section 505 of division H.
The text of Stevens Amendment says: When issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in whole or in part with Federal money, all grantees receiving Federal funds included in this act, shall clearly state— (1) the percentage of the total costs of the program or project which will be financed with Federal money; (2) the dollar amount of Federal funds for the project or program; and (3) percentage and dollar amount of the total costs of the project or program that will be financed by non-governmental sources.
- Workforce Innovation and Opportunity Act (WIOA) programs are federally supported 100.00% by the U.S. Department of Labor as part of an award totaling $7,434,121.69 with $0.00 (0.00%) state, local and/or non-governmental funds.
- Temporary Assistance for Needy Families (TANF) programs are federally supported 99.28% by the U.S. Department of Human Services as part of an award totaling $3,604,402.99 with $25,952.00 (0.71%) state, local, and/or non-governmental funds.
- Discretionary grants are federally supported 0.00% by the U.S. Department of Labor as part of an award totaling $0.00 with $1,873,381.96 (100.00%) state, local and/or non-governmental funds.
